NEUROPUBLIC ( is an innovative ICT SME (90+ employees), specialized in the development of integrated information systems and high-demand applications built in Cloud computing architecture, with a special focus in agriculture. NEUROPUBLIC (NP) has built and operates its own data center offering cloud services at platform (PaaS) and software level (SaaS). NP products and services are being successfully used for over 10 years, by more than 800.000 end-users in agriculture, local government and healthcare.

NP is a member of AIOTI (, BDVA (, EARSC ( and Farm Europe (, invests considerable amount of money in R&D (>3 million euros for the years 2013-2017) and implements the research results on innovative products that satisfy the demands of the future and the new trend markets. NP has participated in various European Space Agency (ESA) projects (Euro-VO Registry, Space Certifiable Compiler Extensions, Data Modelling Technologies, etc.) as well as EC funded projects like H2020 DataBio (, H2020 SmartAgriHubs ( and H2020 Ochravine Control .

Since 2006, NP has been the main provider of the Greek Paying Agency (OPEKEPE) regarding the development of Information Systems on the Common Agricultural Policy (CAP) and Rural Development, including IACS. NP is the main shareholder and technology partner of GAIA EPICHEIREIN ( who is certified by OPEKEPE since 2014, to coordinate the collection process, perform various cross compliance checks and develop and apply correction services. The provided cloud based services have the capacity to support more than 680.000 end-users and ensure the interoperability between the various systems. GAIA represents 71 agricultural cooperatives and more than 152.000 Greek farmers to Copa Cogeca.

On 2013 NP started its Smart Farming (SF) program, aiming to provide next generation advice to farmers through Gaisense platform ( Gaiasense platform takes as input data coming from NP’s proprietary network of IoT stations collecting environmental and soil measurements from the field and combines them with a variety of EO data (RPAs and Copernicus satellites), data from proximity sensors, farm data, farm logs etc. Using a DSS mechanism, Gaiasense offers Fertilisation, Irrigation and Pest Management advice to farmer, cooperatives and advisors to support their every-day farming activities, in an efficient and environmentally friendly way. In addition, Gaiasense provides a wealth of data to researchers and policy makers through its data collecting infrastructure which currently covers more than 60.000 ha allover Greece and will be expanded to cover the whole Greek arable area.

NP’s SF and CAP related services are also being piloted and improved in the context of DataBio (, the H2020 Large Scale Pilot project on BigData applications for Agriculture, where NP is currently responsible for the organisation of the Precision agriculture pilots in olives, fruits, grapes and vegetables at an EU level and the CAP support pilot in Greece.


Role in the project

NP will participate mainly as a technical partner, contributing to the design, development and testing of both the local implementation of the project innovations in Greece (WP2) and the common components in the context of WP4. In the context of WP3 NP will be working on ensuring the technical and semantic interoperability between the IACS and 3rd party applications. NP will also help with the user engagement in the context of WP2 and WP5, using its extensive connections to the agri-food community in Greece and the EU agri-tech community and will ensure the promotion of the NIVA results. In order to ensure exploitation of the NIVA results, NP will take advantage of the IACS data that will be openly shared with 3rd parties in the context of the project, and integrate them to its Smart Farming solution.


Key persons involved

Dr. Panagiotis Michalis (M) is a Project Manager at NP with more than 12 years of international experience in the design, implementation and management of research and innovation activities and the full life-cycle of EU funded projects. He holds a PhD (University of Strathclyde, 2014) in Smart Sensing & Intelligent Infrastructure, an MSc in Geotechnics (University of Glasgow, 2010) and a BEng (Hons) in Civil Engineering (ATEITH, 2006). Part of previous positions include: European Project Director (Canary Wharf Consulting Ltd, UK), Senior Research and Innovation Consultant (WaterSense project, University of Glasgow, AMEY PLC, UK), Marie-Curie Research Fellow (BRIDGE SMS EU/FP7, Universities of Zagreb & Cork, Croatia-Ireland-Portugal), Research Fellow (GEO-EXCEL EU/FP7, Institute of Geosciences, Brazil) and Research & Knowledge Exchange Associate (Geo-Assess EPSRC project, University of Strathclyde, Scottish Water, UK). Panagiotis expertise lies in the development and application of sensing methods for monitoring of climatic/water/geo related hazards and the incorporation of industry 4.0 elements into various sectors (e.g. agriculture, infrastructure) for proactive management of assets. He has been an external evaluator of EU funded projects, a reviewer in scientific journals and has delivered invited talks to Universities & public/private organisations and media. Panagiotis is currently lead author of more than 40 peer-reviewed scientific publications at scientific journals and international conference proceedings.

Dr. Nikolaos Marianos (M) Nikos is the Head of European Projects Department of NP, in charge of all the company's funded Research and Innovation projects. He is a Senior Project Manager (PMP) with 15 years’ experience in EU research projects focusing on Digital Agriculture, e-government and ICT-enhanced education. Over the last years he has been involved in the inception, design, coordination and implementation of more than 20 complex projects such as the H2020 DataBio, H2020 SmartAgriHubs, LIFE GAIA Sense, H2020 E-SHAPE and H2020 BigDataEurope, for NP, Agroknow, GRNET, the University of Alcala and the University of the Aegean. Nikos is an evaluation expert, specializing in the evaluation of IT/IS, he holds a PhD in the evaluation of electronic services and has several scientific publications. He is also a member of the COPA-COGECA Working Party on Research and Innovation.

Mr. Nikos Kalatzis (M) is working in NP as a software architect and technical project manager. He received his diploma in Physics by the Physics Department of the University of Ioannina in 2000. In 2002 he received his M.Sc. in Information Technology Security by the University of London (Royal Holloway College - Department of Mathematics). For the next two years, he worked in industry in the field of IT security. During this period he became an RSA Security Certified Systems Engineer and a McAfee Network Intrusion Technical Professional. From 2005 until mid of 2018, he had been working as a researcher on software engineering and as a technical project manager at the Computer Networks Laboratory in National Technical University of Athens-Greece. His major research interests lie in the field of Internet of Things, data modelling and data interoperability, context-awareness, security and privacy on context aware systems. He has more than 30 publications on these research fields. He has participated in various international and national research projects such as H2020 SmartAgriHubs, H2020 IoF2020, FP7 DAIDALOS I & II, FP7 PERSIST, FP7 SOCIETIES, H2020 Fed4Fire, H2020 RAWFIE – IoT2Edge, H2020 Producer, etc.

Dr. Dimitrios Sykas (M) works in Neuropublic as a Senior Earth Observation Expert and Data Scientist, since July 2018. He is a Remote Sensing and a Surveying Engineer and received his degree from NTUA in 2010, where he also received his Ph.D. in hyperspectral remote sensing in 2016. He started his career as a Researcher Associate and Teaching Associate in the Laboratory of Remote Sensing of NTUA, since 2010 and worked at several adding values service providers as a Remote Sensing Expert and Geospatial Analyst. From the beginning of 2015 Dimitris was positioned as Senior Technical Specialist - EO Engineer. He has participated in more than 14 funded EU and ESA projects, has over 17 peer reviewed scientific publications in the field of Remote Sensing, and has an international patent in hyperspectral data compression.

Dr. Natassa Miliaraki (F) is the Project Management Director of NP. She holds a PhD in Electrical and Computer Engineering (National Technical University of Athens) and BSc in physics (Aristotle University of Thessaloniki). She has been working in Informatics since 1987 and has participated at numerous projects as Head of Research & Development Department for HITEC S.A., as Head of the Directorate-General Information Systems at the Foundation of the Hellenic World, as IT consultant at the Hellenic Audiovisual Institute and until 2009 as Informatics Department Manager at Infogroup S.A. Since 2009, she has been working at NP as a Technical Software Manager, having participated in several projects in the public sector, including the “National Single Farm Payment Application”, the “Subsystem information system for rural development” and the “Hellenic LPIS system”.

Mrs. Charikleia Stamataki (F) is a software project manager for public sector projects at NP. She holds an MSc in Economics (1999, Odessa State Economic University) and studies in Computer Science. She has more than 16 years of experience as software project manager, focusing on the Public Sector and she has an extensive experience in IS projects focused on risk management, rural development, spatial modelling and agricultural information systems. As a software project manager in the public sector projects at NP, she is the person responsible for the “National Single Farm Payment Application”, the “Subsystem information system for rural development” and the “Hellenic LPIS system”.

Mr. Yorgos Efstathiou (M) is currently working as a technical project manager at NP. He joined the company in October 2019. Yorgos holds a B.Sc. degree in Geology focused on Environmental Geography, from Aristotle University of Thessaloniki and he is graduate of Utrecht University with a M.Sc. in Earth Sciences orientated towards Geohazards and Earth observation. He is a certified scrum master (CMS) under scrum alliance since 2018. Yorgos has long experience in providing expertise in EO and GIS projects related to a broad spectrum of disciplines. During the past five years, he has focused on satellite-based agricultural monitoring within EU’s Control with Remote Sensing (CwRS) campaign and has worked as project leader for the CAP controls in the Netherlands, Denmark and Sweden.

Relevant projects and activities

  • Information Systems on the Common Agricultural Policy (CAP) and Rural Development: Since 2006, NP has been the main provider of the Hellenic Payment and Control Agency regarding the development of Information Systems on the Common Agricultural Policy (CAP) and Rural Development.
  • H2020 DataBio: A Large Scale Pilot project focusing on reforming the agricultural domain with Big Data-powered applications. This includes pilots on CAP support and Smart Farming services as the ones promised in the context of this project.
  •  ACRITAS – Space Technologies for Surveillance and Monitoring Integrated Applications. Development of an Agri-environmental Aid Information System that supports the needs of agri-environmental aid in the framework of several actions of the Rural Development Program.
